Actually non-native owls and other raptors are not protected in the United States (except endangered or threatened species of course) and as such may be possessed without permit. Laws regarding the possession of exotic wildlife vary by state, and need to be checked on an individual basis.

::ALL raptors, to include owls are federally protected under various US acts, (Migratory Bird Act is one). It is illegal to possess or harrass any Bird of Prey. You cannot even own a feather or egg.
