Eagles can be kept under certain conditions. Permits may be issued for rehabilitation and education. The Golden Eagle can be kept as a hunting bird under certain conditions.
However, you must have a federal Master falconry license to do so. To get a license, you have to start as an apprentice falconer under the supervision of a General license holder.
You will be allowed to keep a redtail or kestrel for two years as an apprentice before getting your General license. It will take you five years to achieve a Master license.
Eagles are very large and potentially dangerous birds. I saw a film of a falconry meet in Germany, which kicked off with a parade of falconers in period costumes.
Of the three falconers with golden eagles, two were missing an eye on the left side. Curiously, that's also the side one usually carries the bird on.
