This baby was brought into work (Pic) Help

Someone brought this baby into work; it was found in a storm grate about to become aqainted with the sewers. It was near a busy road, so they couldn't just move it away from the drain. Anyway, it will be a couple of days before they will be able to take it to fish and game, they asked me as I used to breed birds. All I could suggest is handfeeding formula w/ chicken babyfood added to it. But, it may be old enough for mouse pinks of small feeder fish?? They will try that tonight. Anybody have any suggestions on what type of bird this is (Falcon?Hawk?) and what it might eat at this age?
