Senegal "Head Bobbing Attack"

My bird, Tiki, is a 9 month old female Senegal. She does this funny "head bobbing attack" thing when I allow her onto my shoulder, or chest when I am watching TV. She makes a darting feigning attach toward my face and makes a funny hissing sound, like a boxer throwing a punch. She never bites me when doing this, and rarely does at other times, but it is disconcerting to see her little beak missing me by millimeters. I think she is playing but am not sure. Is this normal behavior?
