I have got my Parrotlet boy about 3-4 days ago, and I am going through exactly same problem.
I didn't know about the fact that sitting on a shoulder means allowance to control the people. I tried to get him down from my shoulder to teach him how to sit on my finger. However, he would run from right to left, vice versa to avoid my hands. When I tried to reach him on my shoulder or behind my neck, he does not nip that often, but rather flies to bed and then flies back to my shoulder.
If I get him down anyhow, he would quick fly back to my head and then to shoulder.
About getting him out of the cage...
I just keep the cage door open and sit on my desk, since my desk is placed about 2 feet away from the cage so that he can see me working on computer. Then, he comes out right away and flies to my shoulder.
Does that mean I should not let him sit on my shoulder until I teach him that I am the head in his flock?
