Although it has not been long since I got my birdie, I strongly recommend a Parrotlet for a petbird to live in an apartment.
My Koma is really quite, and he chirps unlike other parrots.
When I was considering to get a petbird, there were all kinds of birds on my list; Cockatiel, Quaker, Senegal, etc.

After some research and interviewing, I decided that Parrotlet would be the perfect bird for my situation.
I sometimes imagine what would have happened if I got a Quaker.
They are certainly intelligent, funny, and good at talking. However, they are often known to be loud.
My Koma chirps at 7:30 sharp every morning. His cage is placed in my bedroom, and his chirping is very delightful and quiet.

Browsing on the web about pet birds and learning more about them would definitely help you making a wise choice!
I am definitely happy with my Parrotlet buddy.

Oh! Just to remind you!
It has been only about 3-4 days since I got him. However, on the second day, about 2 hours after I kept his cage door open, he flew to my shoulder and would sit there for hours.
I am still a beginner trainer, and I am having a hard time teaching him to sit on my finger. However, with patience and love, I know that I can succeed. Moreover, Parrotlets are often nippy, and this can be stopped through training.
Koma nipped my thumb and ear. Although it didn't hurt that much (much much less painful than bitten by other big parrots), I am trying to stop his nipping as soon as possible. He doesn't nip often. According to the breeder and some articles, Koma should be testing the limit of the allowed behavior. Although he is adorable and sweet, I do not want to spoil him.

If you decide to get a Parrotlet, then we can talk about some training method for our new birdie buddies :)
