rehabilitating an abused bird

are there any lory/keet owners out there
with expereience in rehabilitating birds?

i just recently purchased a poor little rainbow lorikeet
who had been abused and neglected for two years before being brought into the petshop.
he is alot smaller and thinner than rainbows should be.

he had developed feather chewing:
his tail is completely missing,
as well as most of his wing feathers.

a hand about five inches away immediately causes him to scream in terror.
he is also prone to jumping off of perches and flopping about madly on the floor and shreiking at odd hours in the early morning,
even before the sun comes up.
when not hiding in his bird buddy,
he twitches and screams sparodically
as if excpecting something to attack him from behind at any second.

any help and ideas would be gratly appreciated.
