First time bird suggestion needed

I need help finding the perfect bird. I want a small bird (under up to 14" if it has a big tail)
It doesnt need to be colorful,
I want a relatively good talker.
It should also be very affectionate towards me.
It should be playful and livey and charmingly eccentric, (like the orange-chinned parakeet AKA tovi, bee bee)
I should be able to teach it tricks.
It can not be loud!
But the bad part is I'm 12 and dont have a lot of money soooo.... It shouldn't be too expensive to buy. Maybe around $0-200.
I live in NY near Poughkeepsie,Carmel and Danbury,Connecticut.
Are there any adoption places that I could get a tame bird that would have these qualities?
