You first line of action should be a stop at the vet for a complete physical and testing according to your vets recommendations. Be sure you see a board certified avian vet. Plucking is a complex issue and can have medical causes which only your vet can discover. An inadequate diet, hormones, changes in environment and/or attention can all be factors in feather plucking. This is not a problem that you can 'fix' on your own. Good luck. Let us know how you do.
