Help me and my budgie

I have recently acquired my sister in law's budgie, she could never really look after it properly, and I think it was only bought on a whim for her young son. Anyway I have her now, she is four years old, and after the first few weeks, seems a happy little soul. I talk to her all the time, and have gained enough trust to allow my hand in the cage without her becoming alarmed.
I would however like to go a step further some time in the future, to allow her to come out of the cage. I am worried that I may not be able to gain her trust enough, because she is so old.
I have done all the things recommended, like SLOWLY having my hand in the cage, and slowly bringing my hand towards the bird.etc.
My concern is, due to the bird's age, will it ever be able to be trained in that way, or since it had very little TLC before, is it a lost cause, and my little friend is doomed to a life in the cage.
I really would appreciate any comments or advice you could give me.
