I will refer you to the finch boards for the answer to your first question. Just open the forums/boards main page and scroll down the list until you find finches.
The "HAVE CAME OUT THERE LITTLE WHITE THINGS " is called a sheath and it protects the feather until it is fully formed. With bigger birds, the owner often times helps the bird groom those off when the feather is fully formed. With Finches, I am not sure that you can do that. Often, in a flock situation, the birds will help each other with those sheathes during mutual preening.
