Contact your local game and fish office and ask for a "falconry package" which will explain all the steps you must follow in order to become a licensed falconer. Most states require you to pass a witten test, then to obtain a sponsor (an experienced falconer who will be your mentor)and finally you must have the housing facilities and equipment inspected and approved before a permit is issued.
