Are permits required for exotic birds of prey?

Im getting a kukaberra (i know, a kingfisher, not a falcon or hawk) but it is a bird of prey...In PA, no permit for these guys is required...Does the same work if i were interested in a Martial eagle or similar bird? My friend has one, and says that no special permits are required in this state for exotic birds of prey that do not occur in the US?
