Eclectus are easier to live with than many other parrots, since they are relatively quiet and gentle. BUT as with any other bird make sure toi do lots of research. They need plenty of attention (although they are not so demanding as many other parrots), a very large cage for their size, lots of fresh fruits and veggies daily (they cannot do well on a diet of mostly seed or pellets), and of course, do need some training.
They arn't normally loud at all but do have the capability to scream very loudly if really upset/frightened... and if an Eclectus learns it can get attention by screaming there could be a noise problem.
