Maroon Tailed Conure Behavior

I inherited a young Maroon Tailed Conure over three years ago, and it has completely changed in personality. I had it tested by the vet for everything under the sun, it's a male, and is totally unfriendly and unhandleable now. I have tried everything I could think of to get him back to being a friendly, happy pet, like my Jardine, but nothing is working. What's worse, Lorenzo is shredding his tail, and also the paper at the bottom of his cage, as well as any sleeping hut I place inside the cage. He has plenty of toys, which are switched/rotated often, and fresh food and water at all times. He can talk to the Jardine, but isn't in direct contact, so there's no danger involved. I'm at my wits end at trying to "fix" Lorenzo. He used to be such a nice bird, but is completely unhandleable now. He tries to attack me when I put new food and water in his cage. Any suggestions, help? And does anyone else have a Maroon Tailed Conure, too?? Thanks!
