My little green cheek had his feathers cut with scissors when he was younger at the pet store. Since then, I have let them grow out. He has the ability to fly, but since he never learned, he never does except when extremely startled (and even then he is just overjoyed to have himself firmly planted on the ground again). Pinioning is permanant and can be dangerous if you own other pets (snakes, cats, dogs, large lizards, etc). If the bird does get into trouble, then it won't be able to get away from danger. So, it is better to buy a bird that doesn't like to fly, but still can. Just a word of warning.
