Usually head bobbing is a sign that they want something. In young newly weaned birds, it means they want a feeding. They bob their heads as chicks as a feeding response.

In older birds, I have noticed mine do it when I walk away and they want me to come back, if I have something and they want it, etc.. Its a sign of begging. Or ... maybe they just know its extremely cute :)
