I would advise some obedience training for your small hound. Dogs should stop barking when they are told to, and obviously your dog is not listening to you. I have had terriers, and boy, there is a training challenge! If the dog is barking uncontrollably at the bird, it is time for the dog to do some work. Sit-stay. Down-stay. Walk at heel, etc. for 15 minutes or so to divert them. If the dog goes right back to barking after you give them the final release command, then it's time for Kennel-Up! and a little quiet time.

Obviously, it is also wise to work on the 'No' command. Have you worked your dog on a choke collar? They should know what 'No' means. "No" (do not lunge at that other dog) "No" (do not sniff that other dog's butt/that dead chipmunk) "No" (barking at another person or cat or dog), and "No" (peeing on the carpet). I can't live with a dog that doesn't know "No". It's not a thunderous command, but it is emphatic. When mom says no, she means it. You may have to give the dog a reminding quick jerk and release on he chain to get his attention, and if the dog is really fixated, try holding his nose shut with one hand around the muzzle, shake the dog's head one brief but firm dip down (not to break the dogs neck, please!), and give the "No" command.

The term choke collar, if you are not familiar with it, is an unfortunate term, because correctly used, it does NOT choke the dog, it tightens briefly, then releases, and this breaks the dog's concentration on whatever it is doing that you don't want it to do. It is not used as a punishment, it is used as a training device. If you have not used one, do go to a reliable obedience trainer, one who is willing to work gently with dogs and not someone who thinks that obedience means Gestapo techniques. You are ideally looking for someone who works with puppies and novices, and advocates praising dogs when they do their work right even to the point of silliness at times. You're trying to establish a loving and nurturing relationship with the dog too, you just want it to obey so everyone can live happily together. If you find a trainer who is too rough with your small dog (or even big dogs), or who thinks that this is all about being a control freak, walk out the door and find a different trainer.
