Just Bought my wife a Cockatoo

My Wife just turned 30 and has been asking me to buy her a Too for a long time now. My boss at work had one and wanted to sell him so I bought him. He is 9 years old and very very friendly. The only problem I see is that his feathers are very ragged and bad looking. His head is perfect but the rest of the body is pretty bad and you can see his skin in some spots like his chest and wings. I was told that this is only because it is winter time and he doesn't get any baths in the winter so his feathers get nasty looking. He does bath his head in his water dish though and his head looks perfect. He doesn't appear to be plucking at all but he does clean his self a lot. Should I be worried? Should I bath him and blow dry him even though its winter?

I was also told to use wood chips in the bottom of his cage, will this be ok? A local woman to ld me that it might harm the respitory system on the bird. Here is a pic of Bogee!
