Generally, I don't like the *idea* of starter birds, they often get sold or traded after a while. Usually, I like to tell people interested in a parrot to research all the species that interest you. When you've narrowed down your choices, find a breeder and learn some more.

'Toos also need a lot of time and attention, and there is a very fine line between just enough attention and too much attention. Too much attention can be almost as psychologically damaging as not enough attention. 'Toos, in general, are highly emotionaly fragile, more so than many of the other species.
