Hand-fed babies should be fat. They don't thin down until they are fully feathered and getting ready to fly.

I'm not familiar with that feeding formula -- who makes it? What is the protein content? Is it formulated for Cockatiels?

It is very true about slow crop transition times -- it can be that the food is too thick, that there is an infection going that they could have gotten from their parents or elsewhere, or it could be that they are being kept too cool and are unthrifty.
What temperature are you keeping them at and what age are they?

How often are you feeding them? I saw mention of every 2 hours, but I don't reduce feedings to 2X daily until they are pretty much fully feathered and getting ready to fly.
