This is known as over-bonding. I have not had first hand experience with it, but I have seen it on and off with cockatiels, and it is usually the children in the family that most usually seem to be the non-favored members.

Cockatiels by nature are somewhat nervous birds and are often wary of children with their quick movements, loud noises, and propensity for running through rooms unexpectedly, that sort of thing. They also often bond to the person who is spending the most time with them, adopt that person as their 'mate', and want everyone else to leave the two of you alone.

I have found the most help in articles written by Quaker owners rather than Cockatiel owners, so perhaps they have even more problems with over-bonding than Tiels do. In any event, their training methods should work for a cockatiel as well.
