Timbrado canary foot problem

My Timbrado canary has developed something on his feet, looks somthing like caked bread on the bottoms of his feet. I don't know what it is, or what to do about it. Can anyone give information on this? I keep cage, dishes, perches, etc. meticulously clean and there are no other birds in the house.
I would appreciate any input, if someone is familiar with this condition. Thank you in advance.
