How many in flight cage?

I am trying to get as many opinions as possible about the number of finch pairs that can be housed in a flight that is 3ft tall by 3ft wide by 2ft deep. I have one pair of zebra finches right now and plan on getting a few other pairs of compatable birds. Would three or four pairs total be alright? Is this too much?
