Think about how happy a bird would be in a ten-gallon fish tank: NOT. That's the size of the cage I use when I'm taking my bird three blocks away! Please, PLEASE do not torture a bird this way. No matter HOW small, they are not going to be happy for any length of time in so small a cage! Sure, cages are expensive, but it's easy to build your own and if you're not going to go into that amount of trouble for a bird, you shouldn't have one. Here's what I'd recommend if you don't want to take that bit of advice:

1. Go to a climate in which your bird can thrive.
2. Don't clip its wings.
3. Leave the top off the tank and go away for a few days, leaving an open bag of bird food next to the cage.
4. Continue buying bird food and leaving it there.

Sorry, I have a bit of a temper when it comes to the mistreatment of animals... says the vegan PETA member...
