Red peppers are okay for birds to have -- they don't have the same neural receptors for the taste of 'hot' that we do, which is why a lot of parrots enjoy eating them (my sister's African Grey loves to eat the seeds out). They can also be a good source of vitamin A.

Most the salsa recipes I am familiar with tend to be mostly fresh tomatoes, cilantro, and chopped peppers. All of those are alright for birds. Some have tomatillos, which I am less certain of, but my initial feeling is that they too are okay.

You could always just have a seperate dish while you're chopping up everything and pitch into the small dish the items you want the bird to have and just omit the ones they won't eat or are questionable.

When I'm 'cooking', I often have a number of bowls arranged on the counter top and toss in different items for different animals according to what each one will eat -- my dog will get carrots, zucchini, broccoli, papaya, and apple the same as the other critters, but I skip the banana that the rabbit will eat, because the dog doesn't like bananas (or lettuce).
