It's not usually a good idea. I've done it, but only in a large flight cage (5' long) with relatively few birds. Anything smaller and the finches would have been in danger - the budgies will pick on them, nipping toes and pulling feathers, if they can. Even in a flight that large, the finches couldn't breed - the budgies took over their nests.
