It is exteremly difficult to diagnose a budgie (or any bird) online. You should get this budgie to an avian vet for proper diagnosis and treatment.
My vet told me, when I got my first budgie, that one day of illness in a budgie is the approximate equivilent to a human being ill for 7 days.
