One cannot *force* them to breed. They may mate, but that does not mean that they have picked their actual life-long mates, nor that the budgies you have together will pair off into breeding pairs.
Before allowing budgies to breed, they should be between 1-2 years old and in IMPECABLE health -- eating a varied diet of pellets, fresh veggies, fruits and legumes, and only a small amount of seed. Calcium should be given (in the form of boiled egg shells, cuttle bone, mineral block) for at least 6 months prior to breeding.
When budgies are in excellent health, they will often find their mate more attractive, as good diet will show in their feathers (color and condition).
