Info in taming a Parakeet

Hi there. I have a Parakeet. She is young and I have only had her for about 3 months. Up to this point I have done nothing but give her water, food, clean her cage and transfer her cage to the patio and back. She is very flighty whenever I get near her cage. I have never grabbed her or even tried to get her on my finger. What is the best way to gain her trust?

BTW, I have a Cockateal who is very friendly and will get on my hand and sing to me. His cage is next to my parakeet's.
