Sounds to me like you need to make another trip the to the vet. Remember, birds do not usually show illness until it is to late. One of the things you might want the vet to look for is mites. Sometimes those can cause problems as well.

You can also go to the "parakeet (budgies) forum" and there are folks there who can also help you.
