Unfortunately, lovebirds are very difficult to keep tame if you have two together since they bond more closely than other birds, and females are known for being more aggressive than the males. There may not be a lot that you can do. She may be acting territorial, so moving or rearranging the cage may help temporarily while you work on training her. Make sure she knows to step up on command, and when she bites, don't let her just get away with it - still make her step up and take her to another room away from the cage and the other lovebird for awhile.
