Excessive feather picking

Help! I have 4 parakeets in a cage large enough for 6 - 3 males and 1 female. One of the males has started picking feathers and biting himself so much that almost his entire body is bare of feathers. I have been told that he could be bored ( plenty of toys are in the cage) or that the other males may be picking on him. I have not seen the other males harassing him, but I did take out 2 of the males and put them in a different cage and left the male and female in a cage by theselves. This has not seemed to help at all. A veteranarian has checked him for mites and also gave me antibiotics for him so that he doesn't get infected. Any advice?
