I don't think a parakeet would bite your hand because it associates it with food. For one, they are smarter than snakes, and they don't rely much on their sense of smell like snakes do. I have a dog who will bite my hand if it smells like food. But parakeets have a poor sense of smell and and I doubt they would ever mistake your hand for food.
They are usually not aggressive birds. They are most likely to bite in self-defense if untame.
You can say no firmly, don't scare him though.
