They certainly won't be able to hold a conversation. A single parakeet will want to communicate with you since they are so social, but it will mostly just mimic. They are very smart, but not as smart as the larger parrots. However, they can learn the meanings of some words. If you just repeat a word over and over, they will not learn what the word means.
You have to teach them what a word means. Try naming treats or toys when you give them to your parakeet and saying good morning/goodbye/goodnight/dinner, ect. at the appropriate times. This way, they may learn to ask for treats by name or say good morning when you uncover the cage.
However, you should know that two parakeets kept together will be much less likely to talk than a single one. They have each other for companionship and don't need you as much as a single parakeet would. They will not be as interested in communicating with you.
