Your bird must be very tame and trusting and willing to let you hold its wings, ect. Even handraised birds will often refuse to wear them. Since your keet isn't tame to begin with, you will only terrify it and make it harder to tame.
Bird droppings really arn't that much of a pronlem. They are odorless and parakeets, being from a dry climate, naturally have fairly dry and easy to clean droppings. They can be potty trained but really need to be tame before you should try potty training.
