First, try offering him treats from your hand so he isn't afraid of your hand. Try spray millet. Do this a few times a day, and he will soon look forward to you coming and will not be afraid of your hand. You can try coaxing him onto your hand with a treat. If that doesn't work, you could try temporarily taking away his swing and putting a perch in its place- then you should be able to make him step up by gently pushing your finger against his belly.
What's important is not to scare him. Wait until he isn't afraid of you before making him get on your hand.
