Parakeets and budgies can be extremely good talkers and very interactive if you spend the time with them.
A single, young parakeet will tame easily and be a wonderful small parrot to start with. The Pyrrhurra conures and the Poicephalus parrots are good to start with if you want a parrot a bit larger than a parakeet. They generally require more attention than parakeets.
Any parrot you get, whether it's a parakeet or a macaw needs plenty of daily interaction and attention.
