I would suggest any of the conures, although if noise is going to be a problem, stick with the Pyrrhura group (green-cheeks, maroon-bellies). Any of the Poicephalus (senegals, re-bellies, meyer's, etc.) would be great too. Some may say they don't talk well, but you just need to pay attention! :) Both conures and the Poicephalus are cuddlers, though not as much as a cockatoo or macaw.
Keep in mind that no bird, even the infamous African Grey, is guranteed to talk.
