Budgies (parakeets) are generally good first birds, smart, usually pretty esy to tame, and they can learn to talk and do tricks. They are easier to live with than the larger parrots BUT they can still chirp a lot and require daily attention (not hours and hours like the larger parrots, but still an hour a day out of the cage minimum).
If you are looking for a bird that requires less attention, canaries are not as social. They however, are hard to tame. They can be tamed with lots of patience. And of course, males sing, and some breeds sing rather loudly.
Even little birds that are inexpensive require quality care. When you consider the cage, perches, playgym, vet care, ect. the price of the bird is pretty insignificant.
