Please keep in mind that any bird will cost a lot more than $75 when you provide a large cage, perches, toys, and vet care. They are also very social and intelligent and require lots of attention.
Parakeets and cockatiels are usually good first birds. They are certainly capable of biting but are usually gentle once they get to know you. Parakeets usually arn't tame when you get them and a scared parakeet might bite in self-defense. Both parakeets and cockatiels are intelligent and can learn to talk a little (especially parakeets), and they need a minimum of 3-4 hours of time outside the cage daily to be happy. They don't like to be alone.
Ringneck doves are also good, though harder to find. They arn't as smart as the parakeets and cockatiels, but do need daily attention.
Birds need to be able to bond. If you can't provide enough attention, you can try getting two to keep each other company. But they will probably bond to each other and not be as friendly to you.
