Try to offer the owner information on parrots. There are so many sites that offer great information and you could just print some out for this person to read. It's wonderful that you want to play with them. Continue doing that. Maybe offer to buy them a few toys or perches or even some treats/food. You really can't do a lot in this situation except offer what you can. Animal control will only do something if these birds have no water, no food, and no heat/or ac.
