Maybe he has a digestive problem, such as infection from getting some bad bacteria in his water. Usually if they have a respiratory thing you can hear them wheezing or snuffling. I would say he should get a check-up at the vet. My Amazon's tongue is always dry and I haven't seen anything like that.
Also if he is going to be re-adopted, it would be good to get him a clean bill of health beforehand.
